The Cambridge Housing Authority (CHA), as Owner and Managing Agent for its affiliate properties, is seeking competitive sealed proposals from qualified companies to provide Tax Credit Compliance Services.  The scope of services will include, but not be limited to, ensure income certifications for new move-ins and re-certs are done accurately and timely; deliver tax credits consistent with the amounts and timing that CHA has committed to investors.  Firm may be required to provide to tax credits for the HOME properties; rapid lease-up as possible to maximize tax credit and operating subsidy benefits; avoid errors in calculating tax credit eligibility and setting rents; coordinate multiple leasing and occupancy requirements including tax credit, Public Housing, and Section 8 eligibility and rent rules as well the requirements in the Relocation Agreements and the CHA’s own policies such as waiting list procedures; and build CHA’s capacity to successfully lease future tax credit projects and maintain tax credit compliance at existing projects.

Bids are subject to M.G. L. Chapter 30B.  The term of the contract will be for two years, with the option to renew for three additional one-year terms, at the sole discretion of the Cambridge Housing Authority.

Proposals will be received ELECTRONICALLY until 02:00 PM on Thursday, July 11, 2024.  Vendors should e-mail their Qualifications Proposal to Rocky Ludger, [email protected]  and Cost Proposal SEPARATELY to Donna Gallant,  [email protected].  In the body of each e-mail, vendors should clearly identify the Qualifications Proposal or Cost Proposal with the name of the firm.  

Pursuant to Chapter 30B §6 the contract will awarded to the most advantageous proposal from a responsive and responsible proposer taking into consideration price and non-price proposal.  The time of acceptance of the proposal by the Cambridge Housing Authority is 60 days from the date of the receipt.  Award of the contract is conditioned on approval by the Cambridge Housing Authority’s Board of Commissioners.   The contract is subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.  Please see RFP for additional information.

Site Improvements at JFK Apartments Re-Bid #3

Cambridge Housing Authority, in its capacity as managing member, acting on behalf of JFK Apartments LLC, the Owner and Awarding Authority, invites sealed bids for Project #23-jfk-001 Site Improvements at JFK Apartments Re-Bid #3, at John F. Kennedy Apartments, 55 Essex Street, Cambridge, MA in accordance with the documents prepared by BWA Architecture.

The project consists of Site Improvement, Paving, Storm Drainage, Curbs, Sidewalks, and Ramps.

The work is estimated to cost $230,000.

All bids are subject to The Department of Labor Standards Prevailing Wages and included in the project specifications.

General bids shall be accompanied by a Bid deposit not less than five (5%) of the greatest possible bid amount and made payable to JFK Apartments LLC c/o Cambridge Housing Authority.

General bids will be received until Friday, July 12, 2024, at 2:00 PM and publicly opened online, forthwith.
