The Community Preservation Act (CPA) Committee hereby gives notice of its public hearing scheduled for Wednesday, July 31, 2024.ย The hearing will be conducted virtually through Zoom. ย
The purpose of the hearing will be to receive public comment on the funding allocation percentages for Affordable Housing, Open Space/Recreation, and Historic Preservation projects eligible for Community Preservation Act funding in FY25.ย Each year, the City is required to spend at least 10% of its annual CPA allocation on each category.ย The remaining percentage can be used towards any of the three funding categories.

Request for Proposals for Architectural / Engineering Services
Revitalization and Expansion of Roosevelt Towers Mid-Rise
The Cambridge Housing Authority (CHA) is requesting proposals from qualified architectural and engineering (A/E) firms, registered in Massachusetts and with relevant experience, to provide professional planning, design, specification writing, construction administration and project supervision service in connection with the Revitalization and Expansion of Roosevelt Towers Mid-Rise, a combined federal- and state-assisted 87-unit family housing development. ย
Design work is expected to begin in October 2024, with a construction start date projected for 2026.ย The anticipated scope of work includes architectural, HVAC, domestic hot water, electrical, plumbing, fire protection, and site improvements for a combination of gut rehab and new construction. The design should maximize energy efficiency, minimize operating costs, and improve habitability. ย
The initial estimated construction budget is $85 million based upon an assumption that the total unit count will increase of 50 +/- units. The A/E fee is to be negotiated.
The anticipated contract period related to this A/E work through completion of Schematic Design is estimated to be 8.5 months. The anticipated full contract period is TBD.

INVITATION TO BID
CARPENTRY SERVICES FOR MAINTENANCE AND
REPAIRS AT VARIOUS LOCATIONS
The Cambridge Housing Authority (CHA), the Owner, and managing agent for the affiliate properties, invites sealed bids for Carpentry Services for Maintenance and Repairs at Various Locations, in Cambridge, MA in accordance with the specifications prepared by the Cambridge Housing Authority.
The purpose of this procurement is to select a contractor who is capable of performing various carpentry maintenance and repair services at any time when the CHA does not have the available resources to do so. The types of services to be covered include, but are not limited to, installation and fabrication of walls and structures using wood, steel and concrete; installation of sheetrock and panel sheathing of varying types; plaster and joint compound application; installation of flooring tiles, carpet, VCT; masonry products and ceiling tiles of various types; minor roof repairs of asphalt, wood shingle, slate and rubber materials; repairs to windows, window covering, shades, blinds etc. When requested, a written estimate shall be provided prior to commencement of work. Projects estimated to cost greater than $10,000 will be bid separately under the auspices of MGL Ch. 149. The service contract will only cover jobs with a total cost of less than $10,000 per job inclusive of all parts, supplies, materials, labor, etc. Any job over this amount must follow the required competitive procurement procedures.
The not-to-exceed value of this contract is $200,000.00 and the term of this contract will be for a period of one year, or until the funds are fully expended, whichever occurs first. Contractors must be in business as a corporation or company a minimum of five (5) years in order to be eligible. Bids will be subject to M.G. L. c.149 Section 44A to J inclusive and to the Prevailing Wage Rates. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: Carpentry Services and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3). Cambridge Housing Authority, in its capacity as managing member, acting on behalf of JFK Apartments LLC, the Owner and Awarding Authority, invites sealed bids for Project #23-jfk-001 Site Improvements at JFK Apartments Re-Bid #4, at John F. Kennedy Apartments, 55 Essex Street, Cambridge, MA in accordance with the documents prepared by BWA Architecture.
The project consists of Site Improvement, Paving, Storm Drainage, Curbs, Sidewalks, and Ramps.
The work is estimated to cost $230,000.
All bids are subject to federal minimum wage rates as required by the Secretary of Labor pursuant to the Davis-Bacon Act and included in the project specifications.
